Singing in the sun      PETULA CLARK (pictured above) tells me she is planning a holiday in the south of France this summer.       And, in a way, this is only to be expected. For, nowadays, the Continent is a second home to her. Pet is one of Britain's top singing exports to Europe. Her record of With All My Heart topped the French hit parade and Alone scored a similar success in Scandinavia.       She has just come back from a flying visit to Copenhagen, Paris, Strasburg and Geneva. And she is considering an offer which will take her right through the summer on the Continent.
